The verdict

Oracle Cloud Infrastructure (OCI) is Oracle's enterprise cloud platform, known for its Always Free compute and database resources, strong price-performance on bare metal, and Autonomous Database. It appeals to enterprises already running Oracle databases as well as cost-conscious developers.

Best for: Cost-conscious developers Oracle Database workloads Enterprises needing bare metal performance

The full picture

Oracle Cloud Infrastructure is worth attention for one reason above all others: its Always Free tier is the most generous in the industry by a wide margin. Four ARM-based Ampere cores, twenty-four gigabytes of memory, two hundred gigabytes of block storage, ten terabytes of monthly egress and a load balancer, free permanently, not for twelve months. That is enough to run a real production application, and a great many small projects do exactly that.

Beyond the free tier, OCI is a serious enterprise cloud built on a second-generation architecture with a flat, non-blocking network, bare metal instances, and RDMA cluster networking for high-performance computing. Oracle Autonomous Database is genuinely differentiated technology. Egress pricing is dramatically cheaper than AWS, Azure or Google Cloud, which for bandwidth-heavy workloads changes the arithmetic entirely.

The reservations are ecosystem and experience. Documentation and community are thinner than the big three, the console has its own conventions, Always Free capacity is sometimes unavailable in popular regions, and Oracle's commercial reputation makes some buyers wary. Technically, the platform is far better than its reputation.

What you get

  • Always Free compute & database tier
  • High-performance bare metal servers
  • Autonomous Database
  • Multicloud interconnect with Azure
  • Strong price-performance for GPU workloads
  • FastConnect private networking

Every hosting type it sells

ProductFromWhat it is
Always Free compute Free 4 ARM cores, 24GB RAM, 200GB storage, 10TB egress — permanently free.
Compute instances Usage ARM and x86 virtual machines plus bare metal.
Autonomous Database Usage Self-tuning, self-patching Oracle database with a free tier.
Object storage Usage S3-compatible storage with very low egress rates.
Kubernetes (OKE) Usage Managed Kubernetes with a free control plane.

Plans & pricing

Always Free
Free/mo
  • 2 AMD Compute VMs
  • Autonomous Database (2 instances)
  • 10 GB Object Storage
VM.Standard.E4.Flex
$17/mo
  • 1 OCPU
  • 8 GB RAM
  • Flexible scaling
Bare Metal BM.Standard3
$620/mo
  • 52 OCPUs
  • 768 GB RAM
  • Dedicated hardware

What the price actually costs you

  • The Always Free tier is permanent, not a 12-month trial — a genuine outlier.
  • Egress is priced far below the other hyperscalers, often the deciding factor for media workloads.
  • Paid compute is competitively priced, particularly ARM instances.
  • Always Free capacity can be unavailable in popular regions; choosing a quieter home region helps.

Technical specification

Control panel OCI Console, CLI, SDKs, Terraform and Resource Manager
Free tier Always Free: 4 Ampere ARM cores, 24GB RAM, 200GB block storage, 10TB egress monthly
Architectures ARM Ampere, AMD, Intel and bare metal instance shapes
Networking Flat non-blocking network, RDMA cluster networking for HPC
Egress pricing Substantially cheaper than AWS, Azure and Google Cloud
Database Autonomous Database with self-tuning and self-patching
Regions 48+ regions including sovereign and government clouds
Multi-cloud Direct interconnects to Azure and Google Cloud
Compliance FedRAMP, SOC, ISO 27001, PCI DSS, HIPAA and regional certifications
Support Free basic support; paid tiers for production workloads
Uptime SLA 99.95% with performance and manageability SLAs as well as availability

Performance in practice

Strong, particularly on the ARM Ampere instances that also power the free tier — four Ampere cores is real compute, not a burstable fraction. The network architecture is flat and non-blocking, which gives consistent throughput between instances, and bare metal options remove the hypervisor entirely. The main practical constraint is Always Free capacity availability in busy regions, which can require patience or a different home region.

Moving a site in

Oracle provides migration tooling for databases and virtual machines, plus professional services for enterprise moves. For a small project, you deploy directly rather than migrating.

The trade-off

In its favour

  • Most generous always-free compute tier among major clouds
  • Competitive pricing on outbound data transfer
  • Strong performance for database workloads

Worth knowing

  • Smaller ecosystem and community than AWS/Azure/GCP
  • Console can feel less polished
  • Fewer third-party integrations

Who should look elsewhere

  • Buyers who want the largest community and deepest third-party ecosystem
  • Simple website hosting where a managed host is far easier
  • Organisations with policy objections to Oracle as a vendor
  • Teams that need the broadest managed service catalogue

Common questions

Is Oracle Cloud really free?

Oracle's Always Free tier includes select compute, storage and database resources that never expire, on top of a limited-time free trial credit.

Does OCI support Kubernetes?

Yes, Oracle Container Engine for Kubernetes (OKE) is a free-to-manage managed Kubernetes service on OCI.

The bottom line

Technically much better than its reputation, and the Always Free tier is the single best free offer in cloud computing — enough to run a genuine production application at no cost. Cheap egress makes it compelling for bandwidth-heavy workloads. Accept thinner documentation and a smaller community.
